Given that the Hakurei shrine maiden is a pretty important position, I think Reimu does receive rations in the form of, well, just rice.
Hell, maybe back then the shrine maidens practically didn't have to do groceries. But since Reimu is so goddamn lazy, the sages reduced her rations to this bare minimum.
