I like to think that "incidents" are only allowed to happen and to be resolved under sage supervision. Real, actual threats still happen, of course – and those the sages handle themselves.
Say, if Okū actually does go on a power trip up to the surface... do you really think the sages who love Gensōkyō will still keep their gloves on? 💀
