Given that Eientei is one of the relatively recent additions to Gensōkyō... it definitely is not the only health facility in the region. Some private residences like the Yakumo would definitely have more than the usual first-aid kit. Yōkai Mountain definitely has clinics. Hell probably even has hospitals, run by onis.
