I guess when people just know by superstition that gods and yōkai are real, they behave? 🤔 The Human Village doesn't need law enforcement since people just know that "disruptive elements" tend to disappear.
Can't have some criminal or even a bully projecting secular fear and distracting the villagers from the superstitious fear they're supposed to be focusing on.
