You know, I do prefer ankle-length skirt Reimu myself, like in the Three Fairies manga 🤔 Though I suppose Makoto just inherited the design notes from Nemu and didn't think much about it – even though Reimu's skirt became definitely shortened by the time of Imperishable Night.
