While going through her entry in the Perfect Memento to confirm the fact that touching Medicine will burn your skin, I just noticed that alcohol poisoning is also included in her abilities. Medicine can make you drunk.
So in a way, she can induce substance use. That's where her name comes in, isn't it? Anything is poison in excess. But in controlled amounts, it can be medicine. In addition, if we use that extremely broad definition for what counts as poison, it will imply that Medicine can manipulate anything.
Reading through her entry again, this character has so much potential. Not to mention she kinda looks like Satsuki Rin.
