I just have a feeling that the crow tengu would know English. Assuming the tengu still want to be aware of how the outside world's doing, the kind of information they handle would certainly include English materials gathered from texts that wash up to Gensōkyō.
Maybe a lot of Kosuzu's stock of outside world books in Suzunaan are from Aya bringing her the ones that have already been processed and discarded.
