Thinking about it 🤔 While Satori has probably read thousands of minds, an outsider in the underground is still probably really, really rare. The underground is even more isolated than Gensōkyō, right? And the existing onryō are just leftovers from before Hell moved.
Huh... Was Mizuchi one of those leftovers too? Or was she a special case sent to the underground that was already managed by Satori by then?
